Question Title Can I list vintage swimsuits or underwear that no longer have original store hang tags, but which appear to be new, with no wear?
No. If original retail hang tags have been removed it would not be possible to accurately differentiate a swimsuit or underwear that simply appears to be unworn, but which in reality was worn, from a new, never previously worn item.

The requirements for vintage clothing state, "Used or previously worn underwear or swimsuits cannot be listed."

Only vintage swimsuits or underwear with original point of purchase store tags, referred to as 'NOS' (New old stock), meet the Vintage Clothing & Accessories Lane requirements as stated.
